Dr Chong Yee Khoo, Patent Agent and Partner

Khoo Chong Yee is an experienced patent attorney (patent agent) qualified by examination with an extensive research background. He is the first, and so far only, Singaporean patent agent to have qualified before the United Kingdom and the European Patent Office.

He is a Registered Patent Agent (Singapore), a Chartered Patent Attorney, a European Patent Attorney and a European Trade Mark and Design Attorney.

Chong Yee has over 13 years experience as a patent attorney in private practice and industry. Prior to joining Cantab IP in Singapore, he was a partner at D Young & Co, one of the leading firms of UK patent and trade mark attorneys.

He is qualified to practice before the Intellectual Property Office of Singapore (IPOS), the UK Intellectual Property Office, the European Patent Office and the Office for Harmonistion in the Internal Market (OHIM).

Chong Yee is a Fellow of the Chartered Institute of Patent Attorneys, UK, a member of epi (the Institute of Professional Representatives before the EPO) and a member of the Asian Patent Attorneys Association (Singapore chapter). He is also a committee member of the Association of Singapore Patent Agents (ASPA).

His scientific knowledge and working experience allow him to provide practical and commercially relevant advice to his clients, which have included universities, research institutes, startups, SMEs and large industrial clients in the United Kingdom, Denmark, the US, Singapore and elsewhere.

  1. In depth knowledge of patent systems in the United Kingdom, Europe and the United States (USPTO). Working knowledge of patent systems in Japan, India, China, Australia, Canada, etc

  2. Successful track record at Opposition and Appeal Oral Proceedings at the European Patent Office

  3. Handled many cases on mechanical and electronics subject matter, including medical devices

  4. Trade mark filing, prosecution, revocation and opposition before the UK Trade Marks Registry and OHIM

  5. Experience in prosecuting registered design filings before the UK Patent Office

  6. Able to handle wide variety of technical subject areas. Specialist in biotechnology, pharmaceuticals and the life sciences

Education, Experience and Research

Chong Yee has postgraduate research experience with a doctorate (PhD) from Cambridge University, England, where he spent four years doing lab research on DNA replication and the cell cycle. He is an author on two Nature papers and one in Current Biology. Chong Yee obtained a double first class degree in Natural Sciences from Queens’ College, Cambridge and is a Foundation Scholar at Queens’. He is a Member of the British Society of Cell Biology.

Other Activities

Chong Yee has taught biotech and chemical drafting at Queen Mary, University of London, Bournemouth University and the Graduate Certificate in IP Law course, NUS (Law Faculty, National University of Singapore). He has also lectured on the Management Forum “Principles of Patent Law” and “Practical Introduction to Patents” day courses in London for a number of years.

More recently, Chong Yee taught patent drafting, amendment and infringement and validity on the “Patent Practice Modules” course organised by the IP Academy, Singapore. He has been invited to teach biotech patent law and practice at the Graduate Certificate in Intellectual Property (GCIP) course in 2009. He regularly gives tutorials to candidates preparing for the Singapore Patent Agents Qualifying Examination.

Chong Yee regularly attends local and regional conferences, and is asked to give lectures on patent law and practice (for more information, see News and Events).

In his spare time, Chong Yee cultivates orchids as a hobby and is a qualified orchid judge accredited to the British Orchid Council.
