The Intellectual Property Office of Singapore will implement major revisions to the official fees payable for patents, trade marks, registered designs and plant varieties matters at the Singapore IP office from Q3 2025. This was announced in IPOS Circular No. 3/2025 of 21 July 2025.

The changes are generally effective 1 September 2025, with some changes taking effect on 1 April 2026.

Fee Changes to Trade Mark Application Fee

The official fee charged for an application to register a trade mark, collective mark or certification mark will increase from S$380 per class to S$410 per class.

This applies only to those applications whose specifications of goods or services are not fully adopted from the pre-approved database maintained by IPOS.

The new fee applies to trade mark applications filed on or after 1 September 2025.

Fee Changes to Requests to Amend a Trade Mark Application or Registration

The official fee for requesting an amendment of a trade mark application will increase from S$40 per class to S$50 per class from 1 September 2025, and to S$60 per class from 1 April 2025.

This fee increase will apply to a request for amending the specification of goods and services. It will apply to all other amendments to a trade mark application or registration, including the entry of a disclaimer or limitation to a trade mark registration (but excluding a request to change the name, address or address for service).

Fee Changes to Renewal Fees for Trade Mark Registrations

There are increases to renewal fees (also known as maintenance fees or annuity fees) for Singapore trade mark registrations.

The fee for a “standard” renewal of a trade mark registration will increase from S$440 per class to S$480 per class.

The fee for a late renewal of a trade mark registration will increase from S$645 per class to S$700 per class.

The fee for a restoration of a trade mark registration will increase from S$705 per class to S$770 per class.

The new renewal and restoration fees apply to fees paid on or after 1 September 2025.

Fee Changes to International Madrid Applications

The official fee for an application to register an international registration or a subsequent designation of a trade mark, collective mark or certification mark designating Singapore through the Madrid Protocol will increase from S$380 per class to S$410 per class, with effect from 1 September 2025.

The official fee for an application to renew an international registration or a subsequent designation of a trade mark, collective mark or certification mark designating Singapore through the Madrid Protocol will increase from S$440 per class to S$480 per class, with effect from 1 September 2025.

The official fee for a request to transform an international registration or a subsequent designation into a national mark will increase from S$380 per class to S$410 per class, with effect from 1 September 2025.

Fee Changes to Requests to Amend a Registered Design Application or Registration

The official fee for requesting an amendment of a registered design application or design registration will increase from S$45 to S$60 from 1 September 2025.

Fee Changes to Application for Plant Variety Protection

The official fee for an application for grant of protection of a plant variety right will decrease from S$1,600 to S$750, with effect from 1 September 2025.
